The Annex is an office room where human resources and customer service are located; the room is usually seen with Kelly Kapoor, Ryan Howard, Holly Flax and Toby Flenderson. It has been mentioned quite frequently in the episode "Frame Toby." The room has been seen as a form of punishment, separation and hazing-for new employees in particular-described as "icky" by Michael and Dwight.
In "Business School," Michael Scott sends Ryan to the Annex to be with Kelly as his punishment for insulting Dunder Mifflin and its future.
